Main Purpose of Job

To provide leadership and support in the development, implementation, coordination and monitoring of statewide Division of Rehabilitation Services (DORS) policy and procedures regarding Social Security Administration programs. To develop, coordinate and conduct staff training activities related to the Ticket To Work Program, Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI) and Work Incentives/Benefits Planning Services. To facilitate employment and SSA benefits verification, as well as Ticket to Work data sharing.

POSITION DUTIES

Develop policy and procedures for DORS services provided to Ticket to Work holders. Liaison between DORS and community parters including Social Security, the Ticket to Work Program manager, private Employment Networks and other state VR programs.  Develop case management analytics to track and evaluate Ticket and cost reimbursement program effectiveness.  Provide statewide training and technical support to DORS staff on Social Security related programs.   Provide referral and technical assistance support to Social Security beneficiaries interested in and/or receiving DORS services.  Supervise agency staff responsible for cost reimbursement and other Program Income revenue sources.  Verify and process wage and benefits information to ensure accuracy and report such data through VR case management, cost reimbursement, and Ticket to Work programs. Participate in Quality Assurance and Policy reviews, particularly in regard to those areas of policy pertaining to Social Security issues.  Maintain agency, state and federal clearances, including SSA Suitability clearances for the purposes of data sharing.  

MINIMUM QUALIFICATIONS

EDUCATION: 

Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work in rehabilitation counseling or closely related field.

EXPERIENCE:

Three years professional experience in rehabilitation or disability determination services is required.

NOTES:

Two additional years of experience may be substituted for the Master's degree or 36 hours of equivalent post-baccalaureate course work.

DESIRED OR PREFERRED QUALIFICATIONS

Skills in effective public speaking, budget management and tracking, and using spreadsheet and database software are strongly desired.  Prior experience with Social Security programs, claims preparation, and benefits planning services preferred.  An ability to demonstrate experience in technical writing in accordance with local, state, or Federal regulations is preferred.

SPECIAL REQUIREMENTS

Individual must possess or be willing to obtain Federal Suitability Clearance through the Center for Suitability and Personnel Security (CSPS) of the Social Security Administration's Personnel Security and Suitability Program (PSSP).  This clearance includes FBI background and credit checks needed to obtain access to database systems essential to this position.
