Main Purpose of Job

This position is responsible for the planning and direction of the day to day operations of the Property Management Department. Coordinates and facilitates the implementation of construction or renovation projects designed to upgrade office space. Responsible for the negotiation, budgeting and monitoring of contracts for facilities(i.e. copiers, waste management, shredding, key service, etc.) and works with the Assistant Chief of Risk Management to resolve safety issues.  The Assistant Chief, Property Management directs, manages, oversees and supervises DHS's lease operations functions including staff, budget and procurement activities in accordance with applicable policy and procedures.  This position is responsible for the safety and comfort of staff and customers and provides the necessary support service for DHS Central and the 24 Local Departments of Social Services.

POSITION DUTIES

Oversees the daily inspections of DHS Central facilities to ensure the proper functioning of the on-site maintenance services and contractors that may be in the facility for special projects.  Inspects heating and cooling systems to ensure it is at the proper temperature for staff, IT equipment, respond to employee inquires and concerns and inspect for structural or environmental damage.  Plans, supervises, coordinates the assignments of staff and schedule the construction or renovation of building projects. Oversees progress of building projects to ensure timelines are met and completed and that the budget is contained.  Works with DHS Risk Administrator in resolving building issues related to air quality, building safety and the Americans with Disabilities Act (ADA) requirements. Implements and updates the required evacuation policies and procedures for Saratoga State Center (SSC) facility.  Prepares reports and findings, makes the necessary corrective actions and makes any recommendations to landlords or property managers for corrective actions to the facility.  Writes specifications for the procurement of building alterations to the facilities.  Directs, oversees and supervises Lease Operations in managing DHS' lease operations functions at its facilities in compliance with DHS and Department of General Services (DGS) policies and procedures, State procurement procedures in leasing and space requests, and processing lease compliance issues.  Evaluates procurement and contractual agreements to ensure that it supports and meets the needs of field construction activities related to timely delivery of good/services in the appropriate quantities and sequences. Verifies funding sources correctly maintains project budgets and confers regularly with appropriate parities to reconcile budgeted amounts and expense amounts. 

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university.  

Experience: Five years experience in the management of a large program budget of which must have involved the supervision of other employees or exercising responsibility for project development.

Note:  Education at the graduate level from an accredited college or university may be substituted at the rate of 30 semester credit hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Experience interpreting Maryland Law involving building codes  
  • Managing, developing, and monitoring budgets of $5 million or greater with various project funding streams  
  • Contract monitoring  
  • Experience with large procurements  
  • Experience with interpreting leases
