Main Purpose of Job
This position requires a leader with strong analytic and management capacity and a broad knowledge of the child welfare and social services programs. The incumbent in this position leads a team comprised of substantive experts, trained analysts and infuses all areas of the department with reliable, high quality information about progress and opportunities for performance improvement.
POSITION DUTIES
Establishes overall policies and procedures for the collection and production of a broad array of data that is essential to the agency's mission and operations; uses data and analysis to propose specific activities that could be undertaken to improve program outcomes and operational efficiency; oversees the development of specialized computer systems and software; analyzes and interprets large administrative data sets using R programming and Qlik to automate reports and visualize data; trains and oversees staff to implement data acquisition and analysis; develops templates to report and track agency performance; presents recommendations to other members of the senior leadership team; conducts operations ethically; adheres to compliance requirements; provides discipline and structure to influence staff awareness of and respect of operational controls and provides customer service to both internal and external customers to meet or exceed the standards set by the Department.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.
Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
One year of experience designing, developing, and implementing data management systems of analytic frameworks statistics or other quantitative disciplines.
Two years of experience in a social service field.
One year of experience in management capacity. One year of experience in continuous improvement project implementation.
