Main Purpose of Job

This position provides contract management support to the Department of Human Services (DHS), Social Services Administration (SSA) by overseeing the preparation, negotiation, execution, and on-going maintenance and monitoring of the agency's Purchase of Care Provider Contracts (residential child care and child placement agency) value of approximately $200 million per year, as well as numerous other service contracts. The incumbent in this position supervises the day-to-day operations of the Contracts and Performance Monitoring Unit.

POSITION DUTIES

  • Plans, coordinates, supervises and evaluates the work of the Contracts and Performance Monitoring Unit; establishes and implements written standard operating procedures which guides the contracts processing and contracts monitoring functions of the Administration; oversees and coordinates with program staff on the process of service contracts; oversees the timely processing of contract renewals and modifications for approximately 90 residential child care and child placement contracts annually; confers as needed with DHS's Procurement Division, Office of Licensing and Monitoring (OLM), Office of the Attorney General, the SSA Executive Office and the Office of the Secretary; oversees the development of Request for Proposals (RFP's) for placement and other resources needed for service delivery; collaborates with SSA Executive, SSA resource program staff, OLM staff and external consultants in the development of a new performance-based contracting process; revises contract language in accordance with new requirements annually; and establishes protocols for monitoring contract deliverables and performances of on-site reviews by subordinate staff.

 

  • Serves as Agency Voting Representative on the State's Interagency Rates Committee; maintains current database(s)of all Administration contracts that include information on contract status; implements and improves the Provider Performance Report system; provides technical assistance and consultation regarding actions and issues affecting SSA's purchase of child care services; represents the agency on various committees, provides leadership and creative problem-solving of contracting issues, and facilitates a departmental operational team approach to addressing cross-cutting contract issues; participates in the development of the annual budget preparation process and annual employee evaluations; prepares written correspondence to constituents on behalf of DHS/SSA, including presentations as needed on contractual matters; and performs additional duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university.  

Experience: Eight years of experience in administrative or professional work.  Three years of this experience must have involved the supervision of other employees or exercising responsibility for program evaluation.

  • Possession of a Master’s degree in Human Services or related field
  • Experience working in a public human service agency.
  • Experience managing and overseeing child welfare programs.

  • Flexibility in a busy environment.
  • Strong time management, priority setting and problem-solving skills.
