Main Purpose of Job

The Special Programs Manager will be responsible for the management, coordination, implementation, execution, control and completion of specific Special Programs ensuring consistency with director's outlined departmental strategies, agency, division strategy, commitments and goals. Coordinate proposals and grant applications, and ensure performance of responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities in the areas relevant to the workforce development and the Division.

POSITION DUTIES

1. Plan, execute, and finalize Special Programs according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party vendors, contractors or consultants in order to deliver Special Programs according to plan.

2. Coordinate proposals and grant applications, and ensure performance of responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities in the areas of relevant to the Division.

3. Monitor grants funded Special Programs to ensure compliance with all funding requirements and approved service delivery, outcomes and deliverables. Prepare monthly reports on the status of all Special Programs. Monitor Special Programs progress reports, approve modification and provide technical assistance and resources to ensure Special Programs compliance.

4. Report: Develop reporting and guidance for grantee in compliance with state and federal funding requirements. Complete reports to state and federal funding agencies in compliance with Special Programs and funding requirements.

5. Provide technical and training assistance to vendors and service providers to ensure effective delivery within the workforce system and develop reporting, performance dashboards to support performance.

MINIMUM QUALIFICATIONS

Education: Bachelors Degree

Experience: Six years of experience in an administrative or professional work capacity. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, developing and providing training for staff.

DESIRED OR PREFERRED QUALIFICATIONS

DLLR grant management experience with workforce development programs.

SPECIAL REQUIREMENTS

All subjects are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
