Main Purpose of Job

The Special Counsel/Manager to the Division of Recoveries and Financial Services (DRAFS) is a unique position in MDH's mission and operations. This position has supervisory responsibilities for the work of other employees in the Skilled or Professional Services. This position receives managerial and executive supervision from the Division of Recoveries and Financial Services (DRAFS) Division Chief and OSOP Executive Director. The main purpose of this position is to manage the Legal Services Subdivision of DRAFS to ensure that recoveries are sought for Medical Assistance funds under the authority of federal and state statutes and regulations, from parties that are primarily liable for the cost of medical care provided eligible recipients and paid for by the Maryland Medical Assistance program where legal action may be required, and to serve as staff attorney and Special Counsel. The Legal Services Subdivision is a subdivision of DRAFS and includes the Estates, Liens, and Trusts Unit (ELT) and the Legal Liabilities Unit (LLU). The ELT Unit is also responsible for maintaining and updating files established for Special Needs Trusts created under the authority of OBRA 1993.

MINIMUM QUALIFICATIONS

Qualified candidates for this position must be licensed to practice Law in the State of Maryland and have a minimum of 1 year of experience with entitlement programs and 1 year of supervisory experience.

This is a Management Service position, and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
