Introduction
The Program Administrator I – (Finance Policy Supervising Analyst) is the administrator for the Maryland Student Loan Debt Relief Tax Credit program within the Maryland Higher Education Commission. The Student Loan Debt Relief Tax Credit (SLDRTC) program is a program whereby qualified taxpayers who had incurred at least $20,000 in undergraduate and/or graduate student loan debt and have at least $5,000 in outstanding student loan debt remaining when submitting a SLDRTC tax credit application are eligible to receive a State tax credit to assist in paying down the balance of the outstanding student loan debt. Qualified taxpayers are able to claim a credit against the state income tax for the taxable year in which MHEC certifies a tax credit. Individuals are required to submit applications to MHEC by September 15 of each year to be considered for a tax credit that year. In addition, each applicant must submit with the application an assurance that the individual will use any credit claimed and awarded for the repayment of the individual’s undergraduate student loan debt within 2 years of receiving the credit. If this requirement is not met, the total amount of the credit claimed under this section will be recaptured through repayment by the credit recipient.
This position is responsible for administering this program, including overseeing collection, and processing of all applications, assembling and administrating the annual tax credit application database, and awarding of annual tax credits This position is also responsible for overseeing and administrating the loan repayment requirement of the tax credit program.
This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
Responsibilities include:
· Administering annual enrollment period for Student Loan Debt Relief Tax Credits.
· Collecting all applications and required filings from applicants.
· Processing applications and entering applicant data in to SLDRC database.
· Responding to inquiries during enrollment period.
· Assembling and maintaining annual applicant database.
· Running data from database to make determinations for awarding tax credits annually.
· Working with the Assistant Secretary of Finance and Administration to determine tax credit awards.
· Responding to tax credit inquiries from applicants, credit recipient and others through telephone, email and other communication methods.
· Administering tax credit payment follow-up process to ensure that credit recipients use the tax credits to pay down student loan balances within 2 years of receipt.
· Collecting documentation supporting and showing payment of the tax credits to outstanding student loan balances.
· Supervising the Administrator I staff and other staff in the annual administration of the Student Loan Debt Relief Tax Credit program.

· Knowledge of principles and processes for providing customer services, quality service standards, and customer satisfaction evaluation techniques.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Five years of program administration
Notes:
1. Additional experience in program administration may be substituted on a year-for-year basis for the required education
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Operations and management experience
- Five-seven years of progressive management experience in administering programs
