Main Purpose of Job

To administer the full continuum of Child Welfare Services and Adult Services programs. In this capacity, the incumbent's leadership responsibilities include program development and evaluation, human and financial resource management, strategic planning and collaboration with other agencies to ensure that community-based social services are provided in a customer-focused way to the citizens of Harford County.

POSITION DUTIES

Develops the annual State budget request for Child Welfare Services and Adult Services programs; develops annual goals for the Social Services Division and reports on Fiscal Year and Calendar Year goal attainment in the Annual Report.

Assures implementation of new/revised State policies; develops local policy; presents same to the State Office and Agency Board for approval as appropriate; develops grant proposals for new programs; serves as contract monitor for Agency legal services contract as well as any other Social Service related contracts, monitor and manage Service Unit specific discretionary funding (flex funds, subscriptions, training, staff development, overtime and consultant services).

Assures completion of mid-year and annual Performance Appraisal Evaluation for all service staff; recommends staff for promotions/reclassifications; assigns staff to Units in a manner that maximizes the production of available staff resources; assures that progressive discipline is administered when warranted according to established guidelines; reviews and approves all personnel transactions that originate from the supervisory level before they are submitted to the Appointing Authority for approval; coordinates field instruction of MSW candidates and candidates for bachelors degrees in Social Work and assume appropriate clinical supervision for LCSW-C candidates.

Supervises the administrator of the after-hours program delivering emergency services to children and families when the agency is closed; determines needed training, coordinates training program and provides training opportunities; conducts staff in-service training for supervisors and social workers; assures agency compliance with the Board of Social Work Examiners related to the provision of training continuing education units (CEU's).

Serves as the agency representative to the monthly Administrative Judge of the Circuit Court's child welfare meetings; participates in decision-making and planning by the Local Management Board and its various committees; collaborates with other agencies to enhance the quality of services provided to customers and to develop new and innovative programs within the Harford County community and the region.

MINIMUM QUALIFICATIONS

Education:  Possession of a Master’s Degree in Social Work from an accredited college or university approved by the Maryland Board of Social Work Examiners.  

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution. Three years of the required experience must have been in an administrative or supervisory capacity.    

SELECTIVE QUALIFICATIONS

Applicants must be licensed as a Certified Social Worker Clinical by the Maryland State Board of Social Work Examiners.

Five years of the required minimum qualification experience must have been in Child Welfare Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees are required to be licensed as a certified social worker or certified social worker-clinical by the Maryland State Board of Social Work Examiners for a period of time specified by the Board prior to appointment to social work supervisor positions in State service. (COMAR 10.42.08.04(2) (b) effective July 1, 2004.)

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
