Main Purpose of Job

The purpose of the Deputy Assistant Director for Learning is to ensure that Baltimore City Department of Social Services (BCDSS) staff in all programs, including Adult Protective Services, Child Welfare, Family Investment Programs and General Administration have high quality and regularly available training that is germane to the ever changing needs of the agency. This includes developing training curriculum, procuring training from local partners, and monitoring the effectiveness of efforts based on outcomes. The presence of high quality training plays a significant role in the quality and accuracy of services we provide children and families. The Deputy Assistant Director position requires strong management capacity and a broad knowledge of human service programs, preferably within a public agency to lead a team comprised of substantive experts on the individual program areas. The division has a major impact on the agency's ability to implement both mission and operations. The incumbent in this position provides operational and logistical learning oversight, generates and analyzes reports on outcomes from the Office of Learning.

POSITION DUTIES

Completes annual assessment of training needs for staff and foster parents. This includes identifying areas that need improvement in terms of compliance or alignment with best practices, reviewing current training curriculum and the extent to which it is in alignment with local operating procedures, reviewing the quality and impact of training currently available and assessing the pace and accuracy with which remedial training is being made available to employees. Based on the training needs assessment, designs training on the implementation of state and federal mandates, best-practice in casework and service delivery, specific training for local operating procedures, and regular training available. Conducts best practice research from across the programs on available training and procure partners to deliver content to staff. Directs the administration of child welfare and foster parent training and learning initiatives including location, frequency, staff assignments, and content. Supports the administration of Adult Service, FIA and General Services training and learning. Monitors the accuracy and thoroughness with which training is delivered. Oversees agency wide trainings and supervises staff in that unit to collaborate with DHS trainings and internal initiatives. Provides direct supervision and support to teams of individuals responsible for the delivery of training to foster parents and agency staff.

MINIMUM QUALIFICATIONS

Education: Masters Degree in Public Administration, Public Policy, Social Work, Gerontology, Education, or Instuctional Systems Design. 

Experience: Five (5) years of experience in creating training, curriculum, or online learning for adults. Two (2) years of the required experience must have involved Supervision of other employees.

The ideal candidate will possess the following:  

Knowledge of the Baltimore City nonprofit and public sector.
