Main Purpose of Job

The main purpose of this position is to administer the statutory mandates of the Maryland State Board of Dental Examiners as established under the Annotated Code of Maryland, Health Occupations Article, Title 4, and the Code of Maryland Regulations, Title 10, Subtitle 44.

Effective July 1, 1992, the Board became responsible for maintaining all necessary internal controls over cash receipts, licenses, etc., and for promptly developing and implementing all necessary corrective actions to respond to deficiencies cited in prior legislative audits. The Board, in lieu of the Department is held accountable for its internal controls, handling of cash and resolution of any items identified by the Legislative Auditors as in need of corrective actions. Effective July 1, 1992, the Board assumed full responsibility for reconciliation of its cash receipts to license and examination fees, etc. The Program Manager II ( hereinafter "Executive Director") is responsible to develop and maintain internal controls over the Board's budget and revenues.

The Executive Director is responsible for implementing all Board activities including administration and disciplinary actions for approximately 5570 dentists, 3281 dental hygienists, and 6368 dental radiation technologists. The Executive Director is responsible to advise the Board on national and regional trends in dentistry. The Executive Director is responsible for supervising staff including supervisors. The Board consists of a management team of 5 employees with a remaining staff of 12 employees and 2 vacant pins. otal staff and supervisors may number between 16 and 18.

The Executive Director is responsible for recommending to the Board the most appropriate data management system, assuring that the proper steps are followed in acquiring the system, ensure staff training, and assure that equipment is adequate and operational.

Board Meetings are held twice a month; therefore, it is the Executive Director's responsibility to Ensure that Board members receive agendas, minutes, and supporting documents in a timely manner to adequately prepare for Board meetings.

MINIMUM QUALIFICATIONS

A Bachelor’s degree and six years of experience in administrative work, including four years at a supervisory or project management level.  Education or experience in public administration to include budget and legislative activities is desirable.  

Graduate education may be substituted for up to two years of the required general work experience.  Additional administrative experience may be substituted year-for-year up to four years of the required education.  Must have computer skills in word processing and data management.  Requires extensive knowledge of management, budget, personnel and planning, and a high level of analytical skill.
