Main Purpose of Job

This position provides leadership to the social services programs, including Adult Protective Services, Child Protective Services and Family Services for the Department of Human Services, Carroll County Department of Social Services in order to serve the customers of the community by making all administrative and clinical decisions.

POSITION DUTIES

Implements programs and makes changes to programs to provide services to customers by following Code of Maryland Regulations (COMAR) and establishing agency policies and procedures for social work services for children, families and adults.

Supervises Social Work Supervisors and Human Services Specialists in order to assure adherence to policy and regulations by providing consultation, training and performance evaluations.

Provides consultation to other Assistant Directors in order to assist with administrative decisions by referencing local agency and State procedures.

Plans for delivery of social work programs, both short and long term, in order to meet changing needs to establish goals and standards for programs by referencing State policy and community resources.

Deploys staff within the social work service programs in order to assure coverage of all vital services by evaluating needs and establishing priorities.

Represents the Department with other agencies in order to establish excellent working relationships within the community by attending meetings and outreaching to the community.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.

Note: These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

Three years of experience supervising staff within a Child Protective Service Program. 

LIMITATIONS ON SELECTION

Candidates must be willing to work in Carroll County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees are required to be licensed as a Certified Social Worker-Clinical (LCSW-C) by the Maryland State Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
