Main Purpose of Job
This position directs and oversees Child Welfare Programs including child welfare and adult protective services screening, children protective services investigations, in-home family services, interagency family preservation services, emergency services to adults and families, the child advocacy center and quality assurance. The incumbent in this position supervises all the above service unit supervisors; oversees the flow of work; provides for quality control of the services given; plans for development of new programs, and grant funding sources as required by the agency as well as budget development, management and monitoring.
POSITION DUTIES
Directs and coordinates all activities of Child Protective Services (CPS) and In-home Services Programs. Develops local policies and procedures to carry out State and federal regulations. Provides customer service to both internal and external customers that meets or exceeds the standards set by the Department. Determines organizational structure and staffing needs of CPS and In-home Services Programs. Develops budgets and monitors budget allocations and expenditures for in-home services and special projects. Develops strategic plan and legislative initiatives by establishing annual goals and objectives as well as appropriate training for staff. Serves as a primary administrative officer for the Service Division with the responsibility for administration and direction of Child Welfare and Adult Services Programs and operations, in the absence of and/or the direction of the Deputy Director. Educates the public and other service agencies about the Department's program and services.
MINIMUM QUALIFICATIONS
Education: Possession of a master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.
Experience: Ten (10) years of professional experience in a social work capacity in a public or private agency or institution in a Child Welfare Program, five (5) years of which must have been in an administrative, supervisory or consultative capacity, and one (1) year experience in managing program budgets.
DESIRED OR PREFERRED QUALIFICATIONS
Three years of In-Homes Services experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees are required to be licensed as a certified social worker-clinical by the Maryland State Board of Social Work Examiners for a period of time specified by the Board prior to appointment .
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
