NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

We are hiring someone to lead our Consequence Management (CM) Branch. The CM Branch is the branch within MEMA that leads how the State will prevent, respond to, and recover from incidents in Maryland. CM is one component within the Maryland Emergency Management System (MEMS) and this position will work closely with our Disaster Risk Reduction Branch and Analysts.

Main Purpose of Job

Support the MEMA Operations Directorate and manage the Consequence Management Branch.

This position is primarily responsible for the programs, projects, and personnel that work in the Consequence Management Branch within the Operations Directorate. Tasks will include:

  • Setting priorities and vision for the Consequence Management Branch, including the SEOC, MJOC, Resource Management Program, and WebEOC/GIS Unit.
  • Supporting consequence management activities, including in person in the SEOC and virtually.
  • Serving as a Duty Officer on a rotating basis to help triage incidents, determine when to raise the State Response Activation Level and open the State Emergency Operations Center (SEOC), and inform decision making by MEMA Senior Leadership.
  • Overseeing, managing, and directing the CM Program, through the development and implementation of plans and procedures, training and exercises, staffing requirements, scheduling support, identification of technology and equipment needs, and supporting budgeting/financial requests, including submitting annual/quarterly budget reports in support of the CM Program.
  • Planning and coordinating the backup operational sites for the SEOC and Maryland Joint Operations Center (MJOC), to include maintaining a comprehensive COOP Plan for the SEOC and MJOC.
  • Leading the coordination of the Fire and Emergency Services State Coordinating Function and the Volunteer Management State Coordinating Function through the development and implementation of plans and procedures, training and exercises, staffing requirements, and scheduling support.
  • Supervising the 24/7/365 MJOC to ensure the MJOC is able to provide 24/7/365 situational awareness and resource support.
  • Supervising the GIS/WebEOC Unit to ensure the GIS/WebEOC Unit is able to manage the State's WebEOC systems, and provide assistance with GIS spatial analysis and mapping products during daily operations and in the SEOC during consequence management events.
  • Supervising the Resource Management Program to ensure the Resource Management Program is providing appropriate support to meet the resource needs of local and state partners during consequence management events, including facilitating mutual aid and MEMAC requests, and supporting EMAC requests.
  • Overseeing the MEMA Duty Officer (DO) and Director on Call (DoC) Program to ensure staff understand how to respond to potential or actual emergency conditions, and assist the MJOC with the escalation of emergency notifications. 
  • Providing oversight and accountability for the delivery of components of the SEOC Training and Exercise Strategic Plan.
  • Supporting the coordination of the State Coordinating Function Leadership Group (SCFLG) meetings, and MJOC/Regional Liaison Officer (RLO)/DO/DoC Meetings.
  • Staff management, including assigning projects, approving staff travel and reimbursements, and supporting human resources issues, among other duties.
  • Supporting MEMA's statewide consequence management-related activities, including by leading and managing working groups, providing technical assistance to other State agencies and local partners, developing and delivering training and exercises, and developing and delivering presentations on various consequence management projects and initiatives.
  • This position also supports MEMA programs, projects, and activities related to MEMA's mission, and may be tasked to support other duties as assigned.

POSITION DUTIES

·         This position will maintain and develop staff through recruiting, selecting, training, communicating job expectations, and appraising job results through; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and standards.

·         This job posting is for a permanent, full-time management (PIN) position with the Maryland Emergency Management Agency (MEMA), which will serve as the Consequence Management Coordinator and lead for the Consequence Management Branch within MEMA.

·         MEMA is looking for an experienced leader to manage the programs, projects, and personnel that work within the Consequence Management Branch, including:

o   Managing and Leading the preparedness and operational components of the Consequence Management (CM) Program, including planning, training, and exercises;

o   Managing and Leading the development and coordination of the Fire and Emergency Services State Coordinating Function and the Volunteer Management State Coordinating Function;

o   Supervising the Maryland Joint Operations Center (MJOC);

o   Supervising the WebEOC/GIS Unit;

o   Supervising the Resource Management Program;

o   Leading the State Coordinating Function Leadership Group (SCFLG); and

o   Managing and Coordinating the Duty Officer/Director on Call Program.

·         This position is considered emergency essential, and may operate on rotational shifts in the State Emergency Operations Center (SEOC) in support of consequence management activities.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years of professional experience managing personnel and programs.  Two years of experience developing and delivering training.

Notes:

1.     Candidates may substitute additional experience in professional work on a year-for-year basis for the required education.

2.     Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3.     Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

·         Bachelor's Degree in Political Science, Government, Homeland Security, Emergency Management, English, Education, or other relevant field.

·         Master’s or Professional Degree in Political Science, Emergency Management, Law, Education, or other relevant graduate-level degree.

·         Five years of professional experience managing people

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
