Main Purpose of Job
The main purpose of this position is to provide management for a complex group of social service programs. This includes Adult Protective Services, Social Services to Adults, In Home Aide Services, Project Home and Eviction Prevention. Four of the five programs are structured to provide a continuation of service options for vulnerable and high-risk adults (elderly & disabled). The incumbent in this position serves as the Program Manager for the Adult Services Bureau in order to direct, develop, and monitor the operations of five distinct programs, each with its own budget and grants, policies and regulations. The Program Manager in this position must continually assess and evaluate service delivery to ensure that policies and practices are aligned with the agency's mission and promote seamless and unobstructed access to services.
POSITION DUTIES
Provides oversight, leadership and management of five programs by directing, guiding, and instructing managers, supervisory and line staff in the execution of policies and the delivery of services to our customer; plans, develops, and monitors program performance measures; ensures staffs adherence to program guidelines, goals and objectives and promotes compliance with the Departments strategic plan; communicates the spirit and reality of the agency vision to staff; establishes clear expectations; conveys explicit instructions through written and verbal communication; keeps staff informed of policy changes; reviews compliance data; identifies opportunities for improvement and makes constructive decisions for change; constructs opportunities for employee development through training and resources; and performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.
Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
One year of experience working with budgets and policy development in a Human Service agency or organization.
One year of experience communicating with internal and external stake holders.
One year of adult services experience in a Human Service agency or organization.
LIMITATIONS ON SELECTION
Ideal candidate must be willing to work in Baltimore City.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates are required to be licensed as a certified social worker or certified social worker-clinical by the Maryland State Board of Social Work Examiners.
