Main Purpose of Job

The main purpose of this position is to oversee the day-to-day operations of the Central Services Division and provide facilities management with emphasis on maintenance and repair coordination for the Maryland Department of Health (MDH).  Functions of this position include: oversight of 12 MDH facilities (approx. 600,000 sq. ft.) and 2 closed facilities that would include building maintenance.  This position requires coordinating with contractors and addressing the backlog of maintenance and repairs throughout the department.  This position requires good efficiency and knowledge in employing the best business practices to ensure that the services and processes supporting the organization go smoothly; a high level of professionalism, integrity, and discretion in handling all duties; knowledge and experience in maintaining and repairing facilities and infrastructures; and the ability to work across a large enterprise and deliver service with limited line authority.  Capability of managing all facilities efficiently, by being well versed with project management activities, time management, and leadership.  This position requires accounting and financial analysis, and comfort working in a fast-paced environment that requires good communication and interpersonal skills in dealing with a multitude of personnel and vendors.  This position is also in charge of logistical support for MDH and satellite facilities in the event of a health emergency in the state.

MINIMUM QUALIFICATIONS

A Bachelor's degree from an accredited college or university and 6 years of progressively responsible experience in facilities management and/or maintenance, including 3 years at the supervisory level.

Additional experience in facilities management can substitute on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • Demonstrated experience handing multiple demands, setting priorities, and having a high level of attention to detail to complete high quality work in a timely manner.
  • Strong problem-solving skills in dealing with ambiguity in a fast-paced setting required.
  • Strong project management experience.
  • Excellent verbal and written communication skills are required.  
  • Must have a good command of the English language, oral and written.
  • Ability to influence, negotiate and partner with stakeholders.
  • High-level of interpersonal skills demonstrating poise, tact and diplomacy, often in a fast-paced changing environment.
  • Analytical experience in gathering, evaluating and summarizing data and recommendations into reports.
  • Experience with developing cost strategies.
