Main Purpose of Job

This position leads and manages the Office of Adult Services (OAS) within the Department of Human Services, Social Services Administration. The incumbent in this position ensures that programs and projects responsibility supports the Department's mission to protect vulnerable adults, and to prevent abuse and neglect of vulnerable, frail, elderly and/or disabled adults; provides overall direction for the provision of services at the Local Department's of Social Services (LDSS's) and contract vendors; and oversees program policy, planning, implementation, monitoring and evaluation.

POSITION DUTIES

Determines OAS goals, objectives, performance indicators, and outcome measures; develops policies and operational procedures, program plans, milestones, and resource needs consistent with Department policies for adult welfare and protection; develops specific; establishes budget and resource allocations; participates in agency strategic planning as part of the agency's leadership team; develops and directs implementation of program performance standards and measurement related to OAS goals and objectives; assesses data needs and directs development of systems; reviews data regularly to ensure that performance measures remain current with programs, policies, and processes; provides technical assistance to the LDSS's that are not performing to standard; participates in systems development and maintenance with DHS systems to ensure that data collection stays current with policies, procedures and processes for OAS and SSA; directs development of State regulations, standards, policies, procedures and manuals for programs consistent with Federal regulations and State mandates; monitors LDSS's and vendors use of adult services resources; and develops and directs implementation of monitoring, and reporting systems for quantity and quality of services; directs development and implementation of corrective actions to improve performance.

Provides leadership, supervision, and coordination in Adult Protective Services, Adult Public Guardianship, Social Services to Adults, In-Home Aide Services, Certified Adult Residential Environments (Project Home), Respite Care, and special projects; serves and leads statewide taskforce meetings, committee meetings, workgroups, and participates on various boards related to Adult Services; oversees the preparation of the budget for the Social Services Block Grant Program (SSBG), DHS/OAS budget submission; monitors program expenditures; develops and maintains relationships with legislators, other State agencies (e.g. Department of Aging, MD Department of Health), local elected and appointed officials, LDSS directors and staff, senior DHS and SSA management, the Governor's office, State and national advocacy organizations, and the public; provides expert testimony on adult services issues to legislature, advocacy organizations; provides guidance and direction concerning issues and policies to staff, local departments, and other agencies; directs development of standards for adult services staffing in LDSS's, recommends appropriate staffing needs training plans, and directs preparation and defends requests for additional personnel resources; and performs additional duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of Master’s degree in Social Work or related field from an accredited college or university approved by the Council on Social Work Education.  

Experience: Seven years of experience in administrative, professional or technical work in a human service program.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1.  Two years of experience in a Child Welfare and/or Adult Services, program and project management in a local and state government, policy development, and in the interpretation of Federal and State laws, regulations, policies, and procedures.

2.  Five years of supervisory experience.

3.  Three years of experience as a leader of organizational strategic planning, goal setting, systemic change/reform and/or change management.
