Main Purpose of Job

This position serves as the Deputy Executive Director of Programs and Outcomes Improvement for the Department of Human Services (DHS), Social Services Administration (SSA). The incumbent in this position manages and directs the activities and priorities within the specific programs administered at the local county level for adults, children and families; assures quality of services and compliance with all Federal and State regulations and central office; and oversees Adult Services, Child Protective Services and Family Preservation, Systems Improvement, Child & Family Well-Being, Title IV-E Eligibility & Compliance Unit, Placement & Permanency, Resource Development, and Placement and Support Services. This position also ensures Maryland's system of safety, permanence and well-being for adults, children and families are responsive to client needs and consistency across all jurisdictions; and demonstrates knowledge of departmental and agency principals, practices, and issues including organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives.

POSITION DUTIES

Plans, develops, initiates, reviews and assesses strategies to ensure the Office of Programs properly meets the challenges of SSA's mission to provide appropriate direction and leadership to internal and external partners in the areas of Adult Services, Child Welfare, and Resource Development; provides direct and indirect supervision and management leadership to Directors; manages staff; provides instruction and task assignment; reviews all activities related to Program Office fulfillment of SSA's mission; interprets, develops standards, procedures and policies in accordance with Local, State and Federal regulations; enforces regulatory compliance, evaluates efficiency, effectiveness and quality of services; and keeps abreast of legislative initiatives, changes in service programs, and communicates information to administration and staff. Provides consultation and technical assistance to internal and external customers including courts, general assembly, media, public/private businesses and stakeholders; oversees personnel management within the Program Office; trains managers, supervisors and provides consultation on sensitive issues; represents DHS Secretary and/or SSA Executive Director on various committees and work groups with authority to make binding decisions; and performs additional duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of Master’s degree in Social Work or related field from an accredited college or university approved by the Council on Social Work Education.  

Experience: Ten years of experience in administrative, professional or technical work in a human service program. Five years of the required experience must have involved the supervision of other employees.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Ten years experience in a Child Welfare and/or Adult Services Program.
  • Five years experience in program and project management in a local and state government environment.
  • Five years experience with policy development and interpretation of Federal and State laws, regulations, policies and procedures.
