Introduction

The Department of Labor, Licensing and Regulation (DLLR)/Division of Unemployment Insurance (DUI) is accepting applications from candidates for the position of Program Manager Senior, II (Director of Maryland Unemployment Insurance (DUI), Tax Operations).

Main Purpose of Job

The Director of Tax Operations is a senior staff member of the Assistant Secretary DUI who provides technical guidance; and supervision for federally- funded unemployment compensation programs in Maryland, administered by the Department of Labor, Licensing and Regulation in accordance with U.S. Department of Labor rules and regulations.  The main purposes of this position are to detect and determine the liability of employers to provide unemployment insurance coverage for their employees; to collect quarterly tax and wage reports and account for the contributions (taxes) that are due once the liability is determined; and to account for the payment of unemployment insurance benefits paid to eligible claimants.

POSITION DUTIES

The Director of Tax Operations provides leadership and direction for the day-to-day Tax Operations including Employer Account Maintenance, Accounting and Fund Management, Tax Enforcement, and Internal Audit functions.  The programs under the guidance, control, and/or supervision of the Director of Tax Opertions include Employer Status, Audit, This position reports directly to the Assistant Secretary of the Division of Unemployment Insurance (DUI).  The Director of Tax must meet or exceed federal performance measures and DLLR-DUI strategic goals by effectively monitoring the functions necessary to comply with USDOL performance measures, Maryland state law, and DLLR policies, precedents, and directives.  The Director of Tax Operations is responsible for the technical program aspects and the operation results of these programs in all claim centers, adjudication centers, and central office units including call center and collection activities.  The Tax Director is responsible for the concept, development and implementation of the program(s) automation and process improvements.   It is the responsibility of this position to ensure a smooth and efficient operation of providing services that support the economic stability of the labor force, businesses and the community.

MINIMUM QUALIFICATIONS

Education: Master's in Business Administration or Accounting and/or Juris Doctor degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.   

SELECTIVE QUALIFICATIONS

The candidate must have a Juris Doctorate/ Masters in Business Administration/Accounting or Juris Doctorate/ Certified Public Accountant or Juris Doctorate with an LLM in Taxation

Applications that meet the minimum and/or selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

DESIRED OR PREFERRED QUALIFICATIONS

Must have considerable experience in planning, organizing, managing and supervising an operation of a 100+ organization. 

 

Must possess technical skills and proficiency in: Microsoft Office suite including MS Project, Adobe, Google Docs; basic computer and digital literacy; technical writing to communicate goals and instructions to employees; working knowledge of information technology basics; project management to execute projects; data management and analytics-gathering information relevant to the continued operations and analyzing data for trends, issues, and relaying findings; and process improvement of business functions.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
