Main Purpose of Job

This position serves as the Director of the Behavioral Health Administration's (BHA) Office of Child, Adolescent and Young Adult Services.  This position coordinates and monitors the State-wide continuum of BHA services for Children, Adolescent and Young Adults; plans and develops new service programming; collaborates with other child, adolescent and young adult services agencies, including the Children's Cabinet, in developing an integrated, child and family centered service delivery system and system of care; and, provides specialized clinical, consultative and research service to BHA and other youth service agencies. This position provides administrative, clinical and consultative behavioral health services to child, adolescent and young adult programs of BHA and supervises the Chief Executive Officers of the two Regional Institute's for Children and Adolescents (RICA), which provide residential treatment and education programs to children and adolescents up to age 18.

MINIMUM QUALIFICATIONS

Education:  Possession of a master's degree from an accredited college or university in a behavioral health or human services field, business administration, health care management, public administration, or related field of study. 

Experience:  Six years of experience managing clinical and administration/operations in an organization which provides behavioral health care services to children and adolescents.  Four of the six years of experience must have included program management and direct supervision of staff. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess a Doctorate degree.  The desired candidate will also have knowledge of Maryland's public behavioral health system of care to children and adolescents including inpatient psychiatric services and Medicaid.  Experience with data driven decision making, clinical research methodology, and financial management including value based contracting is also desired.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
