Main Purpose of Job

This position functions as the Director of Flight Operations of the Maryland State Police Aviation Command (MSPAC) and is directly responsible for all programmatic operational and administrative functions of the Aviation Command – Operations Division. The position will have direct responsibility for managing and directing the operations of 7 statewide helicopter sections, a fixed wing section, an operations control center (OCC), a training section, an unmanned aircraft systems (UAS) program and all assigned personnel and equipment. The position ensures that air medical transport, airborne law enforcement, homeland security, search and rescue and disaster assessment missions, both manned and unmanned are carried out safely, efficiently and effectively under State statue and within the regulations of the Federation Aviation Administration. This position represents senior management within the MSPAC and works closely with the Commander and Deputy Director. This position requires a flexible work schedule and must be available for emergency response at all times when in the geographic area.

POSITION DUTIES

-Manages and directs all flight operations functions of the helicopter sections to include air medical transport, airborne law enforcement, search and rescue, homeland security, and disaster assessment within Maryland and MSPAC assets that respond out of State as requested.   

 

-Manages and directs fixed wing operations to include prisoner extraditions across the continental United States. 

 

-Manages and directs all pilot and flight crew member training to include an FAA approved Flight Training Device (FTD) program in a manner that is safe, cost effective and consistent with the regulatory environment.   

 

-Manages and directs the OCC.   

 

-Manages and directs the Department’s UAS program.  Oversees the Department UAS Coordinator and remote pilots.   

 

-The position oversees subordinate management personnel within the Operations Division, but is required to work collaboratively with Operations Commanders, the Chief Pilot, and Regional and Section Supervisors to ensure all administrative functions of the programs listed above are carried out in a fair and timely manner under the core values that direct the conduct of all employees. This includes personnel assignments of Operations Division personnel, scheduling, monitoring the use of overtime, performance evaluations, administrative reports, administrative investigations, and related disciplinary matters.  

 

-The position serves as a subject matter expert on matters related to flight operations and is responsible for reviewing and updating Standard Operational Procedures based on FAA and State regulations, and best practices in the aviation industry.  The position seeks and creates opportunities for improved efficiency and effectiveness. 

 

 -Works collaboratively with the MSPAC Director of Maintenance to ensure airworthy aircraft are appropriately positioned and a cost effective fleet management plan is developed and executed that places safety and operational readiness at the forefront.   

  

-Reviews and updates operational procedures to ensure all missions are performed consistent with FAA regulations and within the scope of the Aviation Command mission. 

 

-Serves as a liaison with allied public safety agencies; local, State and Federal, in requests for Aviation Command resources.  This includes planning and executing homeland security response in the event of a terrorist attack and/or nature disaster.       

 

-Ensures the Aviation Commander and Deputy Director are informed of ongoing operations. 

 

-May perform the duties and responsibilities of an MSP Pilot II.

 

-Performs other duties and responsibilities as directed by the Aviation Commander and/or Deputy Director.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a bachelor’s degree from an accredited four year college or university.

 

 

EXPERIENCE:  Five years of experience in aviation management or professional work of which three of years must have involved the supervision of other employees or exercising responsibility for program development in the aviation field; AND Completion of 2000 helicopter flight hours as an FAA licensed Pilot-In-Command.

 

NOTE 1:  Applicants may substitute graduate education for the required general experience at the rate of one year of education to one year of experience, for up to two years of the required general experience.

 

NOTE 2:  Applicants may substitute additional experience as defined below for the required          education at the rate of one year of experience to one year of education, for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

-It is preferred, but not mandatory, that three of the five years experience be within the past six years as a pilot in command of an aircraft operated under Part 121, Part 135, Public Use and/or Part 91.  We will also include military equivalent experience.

-It is preferred but not mandatory the applicant be currently or formerly approved as a Director of Operations under 14 CFR Part 119.71 or has worked as a Director of Operations under different statue.

-It is preferred but not mandatory that the applicant have experience training in or operating a flight simulator and/or flight training device

-It is preferred but not mandatory that the applicant have experience with small Unmanned Aircraft Systems (UAS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

A valid FAA Commercial Helicopter Certificate

A valid FAA Instrument Helicopter Rating

A valid FAA Class I or Class II Medical Certificate

A vehicle operator’s license valid in the state of Maryland

SPECIAL REQUIREMENTS

1. Applicants for positions with the Department of Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the applicant.

2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.

3. Employees in this classification are subject to call-in on a 24 hour basis, and therefore, will be required to provide the employer with a phone number where they can be reached. Working weekends and holidays is required.  Employee also subject to emergency call out. This is an Emergency Essential Employee.

4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
