Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate State agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to Sate agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

The Security Services team provides State agencies with a common statewide strategy for secure, effective, and technically sound use of the State's information technology resources. The team is responsible for the establishment of Security Policies, Security Guidance, Security Awareness, and is a source of IT security information for State agencies.

Main Purpose of Job

The State Deputy Chief Information Officer assists the Deputy Secretary to direct, supervise and manage the Department of Information Technology (DoIT). Provides executive management and technical direction with regard to all aspects of information management and technology within the executive branch of the Maryland State Government.

The incumbent represents the State in official matters related to information management and technology. The incumbent is in charge of delivering centralized IT applications and services throughout Maryland to all levels of government, including State, County and municipal governments as well as providing web based communication tools allowing State government to communicate effectively and efficiently with Maryland constituents.

The incumbent will also assist the Deputy Secretary and the Chief Information Officers of MD State agencies with development, implementation and monitoring of policies, procedures and standards to be used by executive branch agencies related to the application of information technology.

This position serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree in Information Technology, Information Security, Computer Science or related field.  

Experience:  Six (6) years of demonstrated experience in managing IT security operations.   

Notes:  

1. Four additional years of demonstrated experience in managing IT security operations, may be substituted for the Bachelor’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Candidate Will Have One or More of the Following:

Master’s Degree in Information Technology, Information Security, Computer Science or related field.

Six or more years of demonstrated leadership experience in IT Security.

One or more of the following Certifications:  Certified Information Security Manager (CISM), Information Technology Infrastructure Library (ITIL), Certified Information Security Systems Security Professional (CISSP).

Federal and/or State Government experience in Security Policies, Security Guidance and Security Awareness.

Experience in organization of departments and management of direct and indirect reports.

Experience managing and overseeing budgets.
