Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of International Business Associate (Industrial Development Officer II) within the Office of International Investment and Trade. 

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

World Trade Center – 401 E. Pratt Street, Baltimore, Maryland  21202

Main Purpose of Job

The position works in conjunction with the Managing Director, Regional Managers in the Baltimore office and Maryland overseas offices to manage, coordinate, implement and expedite administrative and international projects, procedures, policies, transactions, and other functions related to the overall mission of the Office of International Investment & Trade (OIIT); and assists with and monitors OIIT's federal grant and ExportMD Program.

POSITION DUTIES

The incumbent manages all services contracts and grantees; as well as, all procurement needs for OIIT, to include: providing technical assistance to grantees regarding grant awards, regulations, and reporting procedures; establishing ongoing communication with official partners; and maintaining the grant processing schedule, grant filing, and tracking system, and all related documentation and data.  This position will also create and monitor requisitions through the State’s Financial Management Information System (FMIS); manage international travel arrangements, to include logistics, as related to OIIT; review and compose correspondence; collect and coordinate international content for newsletters and blogs; receive guests, provide program information to callers, and responds to walk-in inquiries from the public.  This position also assists in the coordination and administration of meetings, national and international conference opportunities.  

The selected employee will possess excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects and possess proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.   Some statewide travel is required; as is, potential attendance at some national and international trade shows.

MINIMUM QUALIFICATIONS

Candidates must possess a Bachelor’s degree in International Business, Business, Economics, Marketing, or a related field AND at least two (2) years of experience of business or economic development.  Equivalent combination of education and experience is acceptable.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications: Preference will be given to candidates with 1) Demonstrated knowledge of and work experience in international projects and 2) Experience with grant management and monitoring.
