Introduction

Maryland Achieving a Better Life Experience (ABLE) program is administered by Maryland 529, an independent State Agency also responsible for administering two college Savings Plans.  The Maryland ABLE program is a savings and investment program designed for Americans living with disabilities.  The agency is overseen by an 11 member Board of Directors and the Executive Director.

** The Agency is currently recruiting for a Communications and Marketing Manager for the ABLE Program.

Main Purpose of Job

This position coordinates and implements the Maryland ABLE program's general outreach (marketing) and communication (publications, social media) efforts. The position also assists the Maryland ABLE Program Director in monitoring national ABLE program development, regulatory changes, current program performance, and planning and implementing new outreach projects.

This position is a Special Appointment and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

This position has responsibility for the following, but not limited to, primary duties ABLE Program _ Materials & outreach.

  • Create and update content for the ABLE web site and social media sites
  • Create and produce ABLE-related written content for newsletters or reports as needed.
  • Conduct public outreach for ABLE Program through presentations, webinars, consultations, expo participation, development of promotional and instructional materials and other marketing efforts.  Targeted groups include individuals with disabilities and their families, disability professionals, educators, public agencies, nonprofit organizations, health care facilities, employers and others.
  • Travels to presentations, expos, and public events to represent ABLE and educate public.

ABLE Program - Constituents Services

  • Provide information and referrals to constituents, who contact Maryland ABLE
  • Provide materials to constituents by mail or email as requested
  • Coordinated Customer Service needs with the Maryland ABLE Program Manager
  • Log all constituent contacts as required
  • Ensure that materials being distributed to constituents is up-to-date and in accessible formats

ABLE Program - Training and Supervising

  • Supervises ABLE Ambassadors activities (relating to outreach activities, public awareness, and contributions to social media and publications)
  • Works with ABLE Ambassadors to recruit and coordinate presenters to assist with delivery of training sessions, and organizes marketing efforts for training events.
  • Works with local disability organizations and educational institutions to recruit interns for program outreach and events.  Provides supervision to these interns.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit. applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • A degree in disability services such as vocational rehabilitation, special education or similar field;
  • Three years' experience working directly with individuals with disabilities;
  • Knowledge of the principles of accessible communications and design;
  • Demonstrated public speaking experience.
