Main Purpose of Job

This position provides direction to the Maryland Correctional Enterprises' Marketing department to optimize customer awareness and inmate employment levels utilizing effective marketing based strategies to ensure consistent sales growth, profitable revenue contributions and reduced recidivism rates. The Director of Marketing is responsible for planning, developing and executing the most practical and efficient manner to market MCE's products and services throughout the State of Maryland, using a diversity of mediums including print, digital and video communication tools. Responsible for the oversight and direction of marketing procedures, convention expenditures and departmental staffing.

POSITION DUTIES

Some of the duties for this position include:

Develops and manages an e-commerce website with user friendly online ordering capabilities using ASP.NET based software supported by SQL 2005 database.

Serves as an on-going Project Manager to ensure website has up-to-date information and determines any new content.

Manages branding based literature including the annual Maryland Correctional Enterprise (MCE) Products & Services catalog consisting of over 220 pages of our standard products and services, as well as new literature creation for specific business needs to highlight products, services and specific customer requirement.

Responsible to ensure accurate pricing utilizing market studies which are in compliance with (COMAR 21.11.05) procurement law for establishing fair market sell prices.

Coordinates approval of selling prices with the Department of General Services, Procurement Division exceeding 300 product lines and services.

Plans and implements effective community outreach events to educate and raise awareness of agency’s mission.

Accountable to feature effective products and services to specific target groups to optimize brand awareness and increase sales with the attendance of 15 statewide trade shows and conventions annually.

Responsible for enhancing company communications with quarterly Newsletter and Maryland Correctional Enterprises ( MCE) Minder using both print and digital media.

Plans and implements effective show rooms, both in-house and at multiple off-site locations to feature and promote company mission, products and services.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Marketing, Communications, Business Administration or other related major from an accredited college or university.

Experience: Five years of experience developing and implementing successful branding and marketing strategies, developing creative integrated marketing campaigns, including advertising, new multimedia and online marketing campaigns, in addition to traditional media.

Note:  Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
