Introduction
The Maryland Department of Commerce is seeking qualified applicants for the position of Tax Specialist within its Division of Business and Industry Sector Development’s Office of Finance Programs.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
Initially, this Tax Specialist will function in the Cybersecurity and Biotechnology Tax Credit Programs. Specific job functions include: collecting and processing data; generating projections of potential incentives available; tracking program activity and performance; recommending refinements to program-administration processes and policies; responding to management inquiries; and conducting training and continuing education programs for finance specialists and business development representatives. This position may represent Commerce in preparing bill comments, fiscal notes and testimony to the legislature.
The selected employee will possess excellent interpersonal, written and oral communication skills; and an aptitude for detailed work. Must be able to work with internal and external customers and high level public and private sector officials and maintain effective working relationships; handle multiple, concurrent and high priority projects; and work independently.
Some statewide travel is required.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in Accounting from an accredited four-year college or university AND
Experience: Six (6) years of experience in administrative or professional work. Three (3) years of this experience must have involved income tax research and the preparation of business and individual income tax returns.
Notes: 1. A Master’s degree in business, economics, accounting, or public administration at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year for year basis for the required experience. 2. A Certified Public Accountant (CPA) license may be substituted for one of the required years of experience. 3. Equivalent education and experience is acceptable.
DESIRED OR PREFERRED QUALIFICATIONS
Experience with conducting technical business research - collecting data, establishing facts, and defining problems.
Experience in reading, analyzing, and interpreting a variety of financial statements, projections and collateral.
Proficiency with Microsoft Office Suite for Windows including Word, Excel, Access and PowerPoint, computer research services, Google Mail and/or other relevant software.
Familiarity with business accounting and finance.
