Main Purpose of Job

The main purpose of this position is to oversee and administer all aspects of the Maryland Correctional Enterprises CARES (Continuing Allocation of Re-Entry Services) program for Maryland Correctional Enterprises. The incumbent is responsible for program development, coordination, and monitoring. The Director of Reentry will lead efforts to establish relationships with employers and facilitate interviews and job placements of program participants by promoting the participants positive employment traits gained through their employment as a Maryland Correctional Enterprises inmate worker and participating in the Maryland Correctional Enterprises CARES program. The position will ensure that goals of Maryland Correctional Enterprises CARES are met, and will be responsible for follow up with participants after release. This position will also provide support to applicable inmates nearing release within the Maryland Correctional Enterprises program. They will compile data and include a quarterly report for Maryland Correctional Enterprises executive staff. The position will attend relevant training conferences and present before interested partners throughout the State.

POSITION DUTIES

MCE CARES Program Coordination

 

 Oversee the financial and operational elements of the Maryland Correctional Enterprises Continuing Allocation of Re-Entry Services program.

 

Coordinate program activities, including scheduling of on-going activities, planning special events, and assembling workshops.

Track and report on program outcomes. Establish monitoring and evaluation processes to determine the effectiveness of the program.

Develop and update curriculum as needed to achieve goals.

 

Coordinate the recruitment, assignment and transfer of eligible Maryland Correctional Enterprises inmate employees within the CARES program.

Responsible for supervising a team of reentry staff, providing oversight and advice on program planning, project development, and program management.

 

 

Reentry Services

 

 

 Provide individualized services to improve the offender's employability and social skills in order to facilitate a successful reintegration. 

 

 

Provide reentry support as needed for Maryland Correctional Enterprises inmates unable to attend CARES program including job and programming placement.

 

 

Community Outreach

 

Develop and maintain strong alliances with agencies, businesses and organizations dedicated to employment readiness.

 

 

Stay abreast of emerging trends within prisoner reentry arena and conduct research to understand industry and employment trends and skills needed by job seekers.

 

 

Attend, participate in or present professional development workshops, training and conferences.

 

Attend program and agency related meetings and conferences in order to educate stakeholders regarding the CARES program.

MINIMUM QUALIFICATIONS

Education:   Bachelor's degree or equivalent, preferably in Business Administration, Education, HR or related field.

Experience:  Three years of experience in administrative or professional work.

Notes:

1.  Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

 

One year of related training and facilitation experience, including stand-up presentation and public speaking.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

One year of experience with working with inmates.

One year of Program development experience.
