Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks a dynamic and innovative Executive Director to oversee and direct Commission staff as the State enters the Second Phase of the All-Payer Model approved by the Centers for Medicare and Medicaid Services.  The Executive Director will lead staff in developing, refining, and implementing Commission-approved policy geared toward achieving its legislative mandate of providing maximum efficiency and effectiveness in the delivery of quality and affordable health care to Maryland citizens. This position requires strong quantitative, analytical, negotiation, leadership, and decision-making skills.  The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare’s Prospective Payment System. This position is responsible for, among other things:

·       Providing leadership and support to engage providers (including hospitals, physicians nursing homes, and others), payers, consumers, private parties and other components of government in transforming the health care delivery system in support of the goals of the proposed Total Cost of Care Model, which builds on the current All-Payer Model;

·       Supervising the administration and operation of the Commission and its $15.4 million annual operating budget;

·       Directing the activities of a 47-member staff that includes economists, accountants, statisticians, health policy analysts, and computer and data management personnel in the development of health payment and delivery transformation activities, Commission policy, and value-based payment methodologies;

·       Testifying before the Maryland General Assembly;

·       Conducting negotiations with hospital and third party payer representatives;

·       Responding to press and public inquiries; and

·       Working closely with related State and federal agencies.

The position provides an extraordinary opportunity for a highly motivated individual interested in advancing the State of Maryland as this nation’s leader in providing better quality health care both within and beyond the hospital setting at a lower cost. The Commission has now achieved or exceeded the goals established with the federal government relative to the first phase of the All-Payer Model. Success in Phase 2 of the Model, and any subsequent model, will require bold leadership from the Commission and its staff.

MINIMUM QUALIFICATIONS

Master’s Degree in Health Care Policy, Public Policy, Economics, Health Services Administration or Research, Finance, or a closely related field with seven years of experience involving both analytical and quantitative work in health policy development, health economics or health care financing.  A Ph.D. can substitute for 3 years of experience.  Experience in the successful direction of a health-related professional staff is desirable.  Ten years of experience in the above fields may substitute for the education requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Strong leadership, negotiating, analytical and quantitative capabilities to actively oversee and direct the functions of the Commission, as well as the ability to effectively communicate and interact with Commissioners, industry representatives, policy makers, and the public. Strong writing and public speaking capabilities are essential.  The candidate requires a working knowledge of hospital payment systems (including Maryland’s All-Payer System) and experience in statewide or national health care policy making.
