Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks a Chief Operating Officer to oversee administrative operations of the HSCRC, including, but not limited to, budget management, personnel affairs, and the procurement process. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland Total Cost of Care Model approved by the Centers for Medicare and Medicaid Services (CMS).

This position will primarily be responsible for:

  • Coordinating the management of daily operations of the Commission
  • Providing information and recommendations to the Commission on personnel, budget, and procurement requirements
  • Devising and executing the HSCRC budget, including the budget projection process
  • Overseeing the close-out process and approving all close-out documents for the Comptroller's Office
  • Overseeing invoice processing
  • Reviewing and approving all Contracts for the HSCRC and work related to contract renewal process
  • Overseeing prebid meetings, evaluation panels, questions, and answers questions to the BPW
  • Making recommendations to the Executive Director regarding reorganizations, transition plans, all operational efficiencies and inefficiencies
  • Writing all advertisements for vacancies
  • Overseeing personnel listings, reclassification logs, salary listings
  • Assigning responsibilities, setting priorities, and reviewing accomplishments for all IT Operations

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATION REQUIREMENTS:   Bachelor’s degree and ten years of experience supervising budget management, procurement processes, and/or personnel operations within the State of Maryland.  Experience may be substituted on a year for year basis for the education requirements.                           

SUCCESSFUL CANDIDATE WILL DEMONSTRATE: Strong leadership and organizational skills to actively oversee and direct the operations of the Commission, as well as the ability to communicate effectively and interact with Commissioners, State Agencies, policy makers, and the public.
