Main Purpose of Job

The Maryland Health Care Commission is seeking qualified candidates for this senior level policy management position. The successful candidate will lead the Center for Analysis and Information Systems by planning for and implementing the expansion of the All Payer Claims Database, which will be used to support provider measurement on cost and quality. This position also manages the Commission's website, web portals, and Database Development teams by managing internal and external network systems and data collection. This position is responsible for providing oversight of security, configuration management and capacity planning functions for the organization. The candidate will present programmatic policy recommendations to the Commission and testimony to the General Assembly on creating and implementing health care coverage expansion and physician cost and quality issues. Administratively, this position is responsible for the allocation of Center staff resources to effectively utilize staff and assure completion of projects in a timely manner. This position manages several large contracts with vendors and is responsible for their implementation and administration.

MINIMUM QUALIFICATIONS

Requires a Master’s degree and ten years of relevant administrative or professional experience including five years of analysis of health care at a management/supervisory level.  Candidates must possess a demonstrated ability to work with the health care industry, other policymakers and the public.  Strong oral and written communication skills are essential.  An applicant should hold broad technical knowledge in health care delivery and financing.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
