Main Purpose of Job

This is a professional position serving as one of two principal assistants to the Juvenile Services Education Program Director/Executive Director providing leadership in the development and oversight of data management, Power School, accountability and instructional support for Maryland’s Juvenile Services Education Program.

POSITION DUTIES

Manages and supervises Program Performance Manager assigned to the Juvenile Services Education program to ensure accurate data is readily available to inform instruction; Ensures the Field Director of Instruction and Student Support Services receive data to provide support to coordinators; collaborate with Program Performance Manager to obtain essential data;  analyzes and distributes data for state and federal funding reports in the area of instructional services; assists the Executive Director with developing system improvement goals relative to instructional programming; monitors data relative to instructional services to ensure accountability and alignment with program initiatives and outcome measures; collaborates with the Field Director for Instruction and Student Support Services to ensure overall organizational process for school based instructional personnel is effective and meets program’s needs. Oversees the Education Coordinating Council, the Annual report, and the Managing for Results data.   

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of coursework in Education or Education Administration/Supervision. Possession of or eligible for a Maryland Certificate with Administrator I and II endorsements.

EXPERIENCE: Three years of satisfactory Principal or administrative/ supervisory experience.  Experience in a juvenile/alternative education program or in an education program providing services to an institutionalized population preferred. Experience in managing or administering a state-wide program is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of educational administration, curriculum, and staff development; knowledge of the principles and practices in teaching adult and/or institutionalized learners; knowledge of the educational needs of disadvantaged and special populations; skill in time management, personal organization, and administrative detail; ability to establish effective working teams among education and library professionals; ability to function as a productive team member; ability to communicate effectively, both orally and in writing; ability to establish, manage, and utilize accountability systems; ability to coach the development of team leaders.

LIMITATIONS ON SELECTION

Employees in this classification are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.  Applicants must consent to State Police and Child Protective Services (CPS) Investigations/Background Checks as a routine procedure for all employees required to work in State Juvenile Services Facilities.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.  If, once employed, it is determined that the incumbent does not qualify for at least a Conditional Certificate, the incumbent's employment will be terminated.  Also, failure to obtain and maintain the appropriate Maryland Teaching Certificate will be the basis for termination of employment.
