Main Purpose of Job

The Community Health Educator IV (DV/HIV Program Coordinator) is the position within the Center for Injury and Sexual Assault Prevention, reporting to the Injury Center Chief. This position is responsible for coordination of joint HIV and injury prevention activities and liaise with related Maryland Department of Health (MDH) programs such as minority health and behavioral health initiatives. The DV/HIV Program Coordinator provides subject matter expertise on domestic violence (DV) and HIV, overseeing curriculum development and statewide cross training of domestic violence and/or sexual assault (DV/SA) Centers, DV residential housing facilities and HIV testing sites; developing linkages for HIV and DV resources; and coordinating cross departmental public health projects aimed at DV and HIV prevention. This position is not eligible for employment visa sponsorship.

MINIMUM QUALIFICATIONS

Education:    A Master’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.  A copy of your transcript must be attached to the application.

Experience:  Two years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects.

NOTES: 

1. Candidates may substitute a Doctorate degree from an accredited college or university in Public Health Education, Community Health Education, Health Science, Public Health Policy or related behavioral science and one year of experience managing community health education projects for the required education and experience.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science and three years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects for the required education and experience.

3. Candidates may substitute a Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and four years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have public health background; prior experience in domestic violence and/or HIV prevention; excellent oral and written communication skills; and familiarity with contract/grant writing and management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
