The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Staff Specialist IV (Associate Director of Veterans Affairs) in their Academic Affairs Unit.

Main Purpose of Job

To provide professional services, including independent direction, analysis, coordination, staff supervision and administration of all activities central to carrying out at least two of the Maryland Higher Education Commission duties as mandated by the Annotated Code of Maryland and perform other assigned activities as the coordinator/manager within the collegiate affairs unit of the Division of Planning and Academic Affairs as follows:

Education Article 11-105(e)(2) establishes that MHEC as the State Approving Agency (SAA) is responsible for the approval of education and training institutions and programs eligible to participate in the veterans education benefits.

In addition to a contract requirement to be a trained and certified Veterans Affairs Analyst, this position is responsible for:

 (i) Administering the SAA reimbursement contract between the Department of Veterans Affairs (VA) and the MHEC, the amount of this ongoing contract averages $297,000.00 per year, and for

(ii) Directing, supervising and coordinating all staff activities relevant to the SAA providing for the approval of education and training institutions, and programs eligible to be included in the veterans education benefits system.

In accordance with academic program approval procedures this position conducts and supervises reviews of academic programs by comparing programs advertised in an institutions catalog with those listed in the MHEC Academic Program Inventory, then initiates corrective action if an approval discrepancy(s) is found.

This position may serve on a variety of workgroups as assigned by the Secretary of Higher Education or Assistant Secretary for Academic Affairs.

MINIMUM QUALIFICATIONS

Education: Possession of a doctoral degree.

Experience: Five years of administrative or teaching experience in post-secondary education programs.

Note: Two additional years of experience in post-secondary education may be substituted for the doctoral degree.

SELECTIVE QUALIFICATIONS

Applicants must meet both the minimum education and experience requirements. They also must possess the selective qualification:

Two years of experience must involve working directly with Veterans Education Benefits and administering veteran affairs in a higher education setting.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Competitive applicants will possess an understanding of key postsecondary issues related to Veterans Education Benefits Programs administered by the U.S. Department of Veterans Affairs.

2.  Experience with state and/or federal Apprenticeship and/or On-the-Job training programs.

3.   Applicants must have experience managing projects and adhering to strict deadlines; excellent written and verbal communication skills are essential. 

4.  A successful candidate will have at least two years of experience in higher education administration.  

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
