Main Purpose of Job

This position is responsible for the development of certain plans, policies, procedures and regulations for Child Protective Services (CPS) and Family Preservation Services within the Department of Human Services, Social Services Administration to achieve safety, permanence and well-being needs of children. The incumbent in this position is responsible for the development of training for administrators, supervisors and caseworkers in the Local Departments of Social Services (LDSS) and other child welfare professionals; provides consultation and technical assistance to local departmental staff, governmental agency staff, private agency staff and analysis to legislators; monitors local departments for program effectiveness and compliance with State and Federal laws, regulations, and policies; conducts reviews that may require face-to-face discussions with local department caseworkers, supervisors, administrators and assistant directors for service; participates in task force meetings, committee meetings, workgroups, and may sit on various boards related to child welfare concerns; represents the Program and Administration on all In-Home related child welfare database needs such as: reviews of build specifications, assists with logistics for testing, and speaks for the program during planning discussions.

POSITION DUTIES

This position monitors LDSS's for compliance with Federal and State regulations; monitors complex projects of a statewide scope to determine progress and effectiveness; reviews and analyzes narrative and statistical reports to monitor program effectiveness and to meet Federal outcome measures at the State and Local levels; serves on various boards, task forces and committees with administrators, department heads, deputy directors from local departments and other State agencies (i.e. Maryland Department of Health (MDH), Department of Juvenile Services (DJS); conducts meetings with local departments and representatives from State agencies related to child welfare services; provides assistance to concerned citizens of Maryland by responding to concerns regarding the delivery of child welfare services; generates responses on behalf of the Governor, Lieutenant Governor, Secretary for Department of Human Services, Executive and Deputy Executive Director for Social Services Administration, and Supervisors and Directors for various Child Welfare Programs; provides technical assistance to State agencies (i.e. MDH, DJS, and the Maryland State Department of Education (MSDE) on matters related to child welfare services; provides technical assistance to LDSS's and private child welfare agencies about updates and new policies and procedures that impact child welfare services; participates with Federal partners in discussing the implications of Federal regulations as they impact child welfare services in Maryland; prepares policy directives outlining program policies and procedures primarily on Child Protective Services with a primary focus on Birth Match, Lethality Assessment and case practice; develops and maintains appropriate child welfare service policies to reflect changes in Federal and State laws; prepares written responses to concerns from lay and professional community for all levels of staff ranging from the supervisor to the Secretary of the Department; delivers presentations to professional and lay groups on Maryland's CPS and In-Home programs; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six years of professional experience in a social work capacity in a public or private agency or institution, three years of which must have been in administrative, supervisory or consultative capacity.

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Four years of the required minimum qualification experience must have been in Child Protective Services or Family Preservation.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years of experience using a multi-disciplinary approach to addressing needs of families by involving community providers and stakeholders (such as the school system, juvenile services, mental health services, health department, etc.).

2. Two years of experience in report writing (for example, to outline and/or summarize the involvement of agency interactions/service delivery to a family, respond to a constituent complaint, etc.).

3. Four years of experience with Maryland Children Electronic Social Service Information Exchange.

4. Two years of experience with effective public speaking.

5. Strong written and oral communication skills.

6. Experience with time management in a fast paced environment.

7. Experience with multi-tasking and problem-solving skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
