Main Purpose of Job

The incumbent of this position is responsible for the development of certain plans, policies and procedures for Child Protective Services (CPS) and Family Preservation Services (referred to as In-Home or Consolidated Services) to achieve safety, permanence and well-being needs of children. Specific responsibilities include development of training for administrators, supervisors and caseworkers in the local departments of social services and other child welfare professionals; Provide consultation and technical assistance to local departmental staff, governmental agency staff, private agency staff and analyst to legislators; Monitor local departments for program effectiveness and compliance with state and federal law/regulations/policy; Conduct reviews that may require face to face discussions with local department caseworkers, supervisors, administrators and assistant directors for service; Participate in taskforce meetings, committee meetings, workgroups, and may sit on various boards related to child welfare concerns; Represent the program and Administration on all In-Home related statewide computer system needs (review of build specifications, assist with logistics for testing, speak for the program during planning discussions). Incumbent must be comfortable with and effective with public speaking. All of the above will have the primary focus on CPS In-Home Services with a specific focus on child fatalities, serious physical injuries and critical incidents The program operates in all 24 local departments who require additional technical assistance, training and guidance on this response to allegations of child abuse and neglect. Additional duties include assisting the manager with tasks as designated by the executive staff.

POSITION DUTIES

Monitors 24 local departments of social services for compliance with federal and state regulations; monitors complex projects of a statewide scope to determine progress and effectiveness; Reviews and analyzes narrative and statistical reports to monitor program effectiveness and to meet federal outcome measures at the state and local levels; Participates in taskforce meetings, committee meetings, workgroups, and may sit on various boards related to child welfare service concerns; serves on various boards, taskforces and committees with administrators, department heads, deputy directors, from local departments and other state agencies (i.e. DMH, DJS); Conduct meetings with local departments and representatives from state agencies related to child welfare services; consults with local departmental staff on corrective action plans to improve the delivery of child welfare services; Provides technical assistance to local departments of social services and private child welfare agencies about updates and new policies and procedures that impact child welfare; prepares policy directives outlining program policies and procedures primarily on In-Home Services with a targeted focus on child fatality, serious physical injury and critical incident; Analyzes perspective legislation that impact Child Welfare Services; Prepares detail commentary about proposed legislation that includes letters of support, suggested amendments, and formal testimony; Uses CIS and Child Welfare Data System to compile and retrieve aggregate information needed to develop reports on program progress and problems; and perform all other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six (6) years of professional experience in a social work capacity in a public or private agency or institution, three (3) years of which must have been in administrative, supervisory or consultative capacity.

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.  

SELECTIVE QUALIFICATIONS

Two years of the required experience must have been in managing a Child Welfare Program in a public or private Child Welfare Agency.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess the following.

1.Five years experience working with children and families around child fatalities, serious injuries and critical incidents
2.Five years experience interpreting child welfare policies and law.
3.Five years experience with direct child welfare or family services.
4.Experience with prioritizing and multi-tasking effectively.
5.Experience with time management, priority setting, and problem-solving skills.
6.Strong written and oral communication skills.
7.Flexibility in a busy environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
