Main Purpose of Job

The mission of the Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community-based organizations, and in public and private sector agencies, giving special attention to at-risk and vulnerable populations. The Data Entry Operator II is the full performance level of work keying large amounts of data from source documents. This position is in the Program Improvement Unit (PIU) in the Center for HIV Prevention and Health Services (CHPHS) in the Infectious Disease Prevention and Health Services Bureau. The Program Improvement Unit uses data and best practices to continuously improve services and fight HIV across Maryland. This is a non-supervisory position responsible for providing data entry and clerical support to Research Statisticians monitoring and evaluating the care delivered and needs of persons living with HIV in Maryland. This is accomplished by accurately entering data from source documents into databases designed specifically to support each individual project as well as into MS Office products. The databases and computers are located within the main offices of the Center for HIV Prevention and Health Services in Baltimore, Maryland.

MINIMUM QUALIFICATIONS

Experience:  One year of experience keying large amounts of alpha, numeric or symbolic data from source documents into a computer or onto magnetic tape or disk according to a production schedule.

NOTE: 

Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or in Administrative, Clerical, or Office Services specialty codes in the clerical support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with health services client-level program data and client satisfaction surveys.

SPECIAL REQUIREMENTS

1. Candidates must demonstrate the ability to keyboard at forty words per minute on a standard keyboard or one hundred keystrokes per minute on data entry equipment.

2. Employees in this classification must meet production standards established by the employing agency.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
