MDH/Carroll County Health Department, Community Health Education Unit, Westminster, Maryland

Main Purpose of Job

This position will identify funding sources and grant processes for The Partnership for a Healthier Carroll County (PHCC). PHCC is an affiliate of Carroll Hospital (CH) and the Carroll County Health Department (CCHD) that seeks to build capacity for health improvement in Carroll County, Maryland.

This position will be responsible for proposal development and planning; the submission of applications; the monitoring of projects and fiscal management; data research, monitoring and reporting, and the analysis and evaluation of project results. This position will also receive assignments which require creative, analytical and evaluative thinking.

Collaboration with others will be extensive, important and include contact with local organizations and community groups; private non-profit agencies, and various State and county government agencies/officials.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 semester hours, for each year of the required experience.

2. Applicants may substitute additional experience, as defined above, on a year-for-year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with the development, planning and submission of applications and grants. The desired candidate should also have experience with monitoring projects and overseeing fiscal responsibilities.
