The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.
LOCATION OF POSITION
The Maryland Insurance Administration is recruiting for an Agency Procurement Specialist II. The Agency Procurement Specialist II is responsible for procuring equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. This position ensures appropriate and consistent Statewide interpretation of and compliance with State procurement or contract laws, regulations, policies and procedures. Work requires extensive knowledge of COMAR Title 21 Regulations and the policies and procedures established by Department of Budget and Management, the Department of Information and Technology, and the Department of General Services. The incumbent will review and analyze purchase requisitions and work with and advise MIA departments on the most appropriate procurement methods to use, such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source or emergency in accordance with State Procurement laws, procedures and regulations. The position will also assist with or conduct bid openings for competitive procurements; or assist with or conduct debriefings of unsuccessful offerors. This position requires use of the Advanced Purchasing and Inventory System (ADPICS) portion of the Financial Management Information Systems (FMIS) to facilitate the procurement process.
Education: A Bachelor’s Degree from an accredited college or university.
Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
1. Experience in contract management or procurement responsibilities, from inception through contract award, for a public sector agency.
2. Experience procuring services, equipment, information technology and other resources using a competitive or negotiated process.
3. Experience using FMIS/ADPICS to facilitate the procurement process.
