Main Purpose of Job

The main purpose of this position is to procure all equipment, commodities and services under the Department's delegated authority in order to meet the operation needs of the Department. Procurements are conducted and performed in accordance with the State Finance and Procurement Articles and the Code of Maryland Regulation Title 21.

POSITION DUTIES

Plan, coordinate, supervise and evaluate the procurement of services, supplies, maintenance and equipment for the Division of Information Technology and Communication. In addition, process the procurement of commodities, equipment and services for IT related procurements for the whole Department.

·         Train, educate, and inform requestors of procurements on the correct practices, policies and procedures.

·         Provide specialized reports as requested.

·         Review and respond to audit reports and corrective action plans.

·         Assist in fiscal close out and year end.

·         Provide information for budgetary purposes regarding payment history and prices for procurements.

Solicit, evaluate, negotiate and reward contract (services and commodities) according to the State Procurement Laws, procedures and regulations.

·         Review and analyzing purchase requisitions and determine the most appropriate procurement method to such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source or emergency in accordance with State laws, procedure and regulations.

·         Develop specifications and solicitations including small procurements, Request for Proposals (RFP) and Invitations for Bids (IFB) for contracts.

·         Determine the basis for rewards and evaluation criteria.

·         Conduct pre-bid/pre-proposal conferences, site inspections and participate in and/or conduct offer discussions and contract negotiations.

Supervisory duties to include the supervision of lower professional procurement staff

·         Plan, coordinate, evaluate, assign and review work of lower level procurement staff.

·         Perform PEPS for lower level procurement staff in a timely manner.

Contract administration duties

·         Ensure contract compliance by both the vendor and the institutions.

·         Determine and recommend corrective actions for poor contract performance and invoice deductions, including order cancellation or contract termination.

·         Oversee and authorizes invoice payments.

·         Evaluate contract performance and deliverable is being met.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s):

Knowledge and experience in procuring IT, goods or services in accordance with COMAR Title 21 - State of Maryland Procurement Regulations.

Experience drafting Requests for Proposals (RFP).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
