Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and community-based public health efforts, in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, with special attention given to at-risk and vulnerable populations. The Center for Administrative Services (CAS) is dedicated to facilitating the achievement of the PHPA's mission. CAS provides guidance, expertise and support in quality management systems, including finance; grants and contracts; procurement; information technology; employee support; and, personnel. CAS works in partnership with both internal and external customers to coordinate and support efficient and effective operations, while striving to improve systematic management of information and data.

This position will serve as the Procurement Officer for Administrative Services, located at the West Preston St. location in Maryland. This position will also serve as the Corporate Purchasing Card (CPC) and Minority Business Enterprise (MBE) Administrator for each assigned unit(s). This position will help supervise and implement administrative support services for PHPA, as well as participate in the formulation of the Administration's overall policies. Finally, this position will be responsible for supervising the grants and contracts, as well as the procurement processes.

This position will assist the Chief Operations Officer in providing administrative and other support to program operations. This position will directly supervise one (1.0 FTE) professional staff member and one (1.0 FTE) support staff member.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four years of experience in contract management or procurement involving duties, such as soliciting; evaluating; negotiating and awarding contracts; and, ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience, on a year-for-year basis, for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer; or, Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work, at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience writing specifications to procure products, soliciting bids, reviewing, and approving proofs and/or samples received from companies. He/she should also have experience performing fiscal and procurement-related activities for a State agency, including experience using the Financial Management Information System (FMIS). 

Finally, the desired candidate should have experience using Microsoft Word and Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
