POSITION DUTIES

The main purpose of this position is to provide paralegal support to the Office of Administrative Hearings (OAH). The position will provide direct support to the Director and Deputy Director of Operations, who report directly to the Chief Administrative Law Judge (i.e. the head of the agency).  Operations is responsible for managing all aspects of administrative hearings delegated to OAH by more than 35 executive agencies of the State of Maryland. Operations tracks and monitors legislation that affects OAH and the agencies that delegate hearings to OAH. Operations is also responsible for responding to Public Information Act (PIA) and Freedom of Information Act (FOIA) requests submitted to OAH. The paralegal will draft legal orders, correspondence, and responses to PIA and FOIA requests for review and signature by administrative law judges.  All of these activities involve highly confidential information as well as frequent contact with internal OAH managers and staff, attorneys, personnel at other state agencies, and members of the public. The position requires excellent reading comprehension, spelling, grammar, and writing skills, as well as a thorough understanding of the legal statutes, regulations, rules and procedures governing OAH.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience as a legal assistant or legal secretary performing legal research or preparing legal documents on behalf of an attorney.

Notes: 1. Thirty credit hours or a certificate in paralegal studies from an accredited college or university may be substituted for the required experience.

2. Thirty credit hours from an accredited law school may be substituted for the required experience.

3. Additional years of experience as stated above may be substituted on a year-for-year basis for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in paralegal specialist classifications or paralegal specialist specialty codes in the legal and kindred field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

For best consideration, applicants should have:

one year experience writing legal orders 

one year experience responding to Public Information Active (PIA) and/or Freedom of Information Act (FOIA) requests.
