Main Purpose of Job

This is a professional position serving as the Regional Manager of Region VI – Howard and Carroll Counties Office of Child Care responsible for providing direction, management, and supervision of child care regulatory and licensure activities and operations to ensure the protection of children in out-of-home childcare facilities and non-public nursery schools.

POSITION DUTIES

Manages, plans, develops, and implements the development of new child care resources and standards; directs and supervises the operations and staff of the regional office; provides technical assistance and training to child care providers on the principles and practices of child care administration and child development; monitors and reviews documentation to determine compliance with regulatory requirements and institutes enforcement actions when necessary to ensure compliance with COMAR and the Office of Child Care; prepares legal documentation for licensure/registration denial, suspension, revocation and resolution to other enforcement actions; testifies at administrative hearings and enforces hearing decisions; promotes services to the child care community.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's Degree in child development, education, social work or psychology from an accredited college or university.

Experience: Five years of experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools.

Notes:

  1. An associate’s degree in early childhood development, teacher education, sociology or psychology and two years work experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools may be substituted for the required education.
  2. Applicants may substitute graduate education in a Child Development curriculum at an accredited college or university at the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of procedures and practices that ensure safe and sanitary conditions at child care facilities, day care centers and family day care homes; knowledge of workforce planning and organizational structure; knowledge of the processes and statutory regulatory standards involved in licensing day care facilities; skill in implementing and monitoring program evaluations; ability to develop, initiate and interpret policies and procedures and present recommendations clearly and concisely; ability to exercise good judgment and discretion in making decisions and when evaluating educational credentials, certification requirements and criminal background investigations for staff in child care facilities; ability to establish and maintain effective working relationships with the public and staff; ability to communicate effectively; ability to speak and understand Spanish is preferred but not required.

LIMITATIONS ON SELECTION

Must be a current Maryland State Department of Education Employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
