This position will operate out of the Department's headquarters in Lanham, Maryland

POSITION DUTIES

This Controller position is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. The Position is involved in the management, operation and coordination of many units in the Department requiring an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required reporting, debt management, compliance to State and Federal regulations and loan servicing.  

This position serves as the Controller of Fund Accounting in the Division of Finance and Administration. The unit is responsible for managing and accurately accounting for federal awards received by DHCD, working closely with program staff on new grant applications or other municipal awards, loan servicing of State assets, portfolio analysis including risk management and calculation of projected losses, State budget formulation and management, coordination with program and governmental agencies, reconciliations, and reporting, including Cash Management Investment Act (CMIA) reporting.  

This position is highly complex and technical and is crucial to the financial analysis, accounting, asset management and completion of the mandated reporting.  It is also critical to the operational stability, continuity in managing the existing billion dollars plus portfolio of debt and assets, work force stabilization and succession planning goal of the Department.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited four-year college or university, preferably in Accounting or Business Administration.             

Experience: Four years of experience in financial, administrative or professional work, with a minimum of two years supervisory experience of both professional and clerical personnel.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with experience in governmental or grant accounting, managing federal awards or candidates who have strong analysis and financial forecasting experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
