Main Purpose of Job

This position functions as a paraprofessional for various human resource functions including acting as the agency Retirement Coordinator, Health Benefits Coordinator, and Agency Timekeeper. This position assists the Human Resource Officer in adhering to all Department of Human Services (DHS) and State of Maryland policies and procedures and must have a working knowledge of human resources rules and regulations. Functioning as a confidential employee, this position will provide courteous and confidential customer services related to all aspects of the human resources departmental operations. Incumbent will be the fleet coordinator for agency state vehicles including scheduling vehicles for employee usage, monitoring and tracking vehicle usage, and scheduling routine, ongoing maintenance, and unplanned maintenance.

POSITION DUTIES

Agency Timekeeper - Monitors all employees' time in SPS Workday System. Compiles and distributes reports to supervisors. Ensures all timecards are approved by established deadlines. Assists employees/supervisors with timesheet coding questions.

FMLA Coordinator - Monitors employee leave to see if Family Medical Leave is appropriate. Completes all required FMLA paperwork and requests appropriate certifications.

Retirement Coordinator - Acts as the first point of contact for all agency employees with questions and concerns related to the State Retirement and Pension System. Anticipates and process required paperwork for retiring agency employees.

Fleet Coordinator - Manages the oversight of the Fleet Coordinator responsible for a fleet of 16 vehicles ensuring that all preventive maintenance is completed timely so that employees and customers are safe during transport. Tracks annual mileage to ensure state requirements are achieved each fiscal year.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience. 

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1. Six months of experience tracking Family Medical Leave Act (FMLA) events.

2. Six months of experience using human resource software such as Workday, PeopleSoft, etc.

3. One year of experience using Microsoft Office Suite Word and Excel to create documents and spreadsheets.

4. One year of experience coordinating the maintenance and repairs of vehicles.

5. Six months of experience providing advice and guidance on retirement issues.
