Main Purpose of Job

Public Health Laboratory Assistant III is the full performance level of work providing technical support in the areas of glassware and transport outfit preparation, medical waste collection and decontamination, and analytical testing processes in a medico-public health laboratory setting. Employees in this classification do not supervise. Employees receive general supervision from a Public Health Laboratory Scientist or an administrative official. The work is performed in a laboratory setting. Employees are required to observe infection control precautions in order to prevent contamination and the spread of disease. The work may require the lifting and moving of laboratory equipment and materials. The Public Health Laboratory Assistant I, II, and III are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Public Health Laboratory Assistant I performs duties under close supervision, the Public Health Laboratory Assistant II performs duties under close supervision at times and under general supervision at other times depending upon the complexity of the specific duty being performed and the Public Health Laboratory Assistant III performs the full range of duties under general supervision. The Public Health Laboratory Assistant III is differentiated from the Public Health Laboratory Assistant Lead in that the Public Health Laboratory Assistant Lead assigns, reviews and approves the work of and trains lower-level Public Health Laboratory Assistants while the Public Health Laboratory Assistant III has no such lead level responsibility.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing technical support in a biological, chemical, medical or public health laboratory.

Note: 1. Experience performing technical support in the areas of glassware and transport outfit preparation, medical waste collection and decontamination, or analytical testing processes in a laboratory setting may be substituted on a year-for-year basis for the required high school education.

2. Thirty credit hours from an accredited college or university may be substituted year-for-year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Health Science Research Officer classifications or Medical Laboratory Specialists specialty codes in the Science related field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This job requires a certificate in Phlebotomy.

The employee for this position must have at least three months of experience drawing blood.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
