Introduction

The Maryland Department of Planning (Planning) promotes a vision for economic development, flexibility and local authority throughout Maryland. The agency helps Maryland's counties and municipalities in land use and resource planning and provides review and technical assistance on a variety of planning topics. In addition, Planning offers data, analysis and research assistance and policy development and implementation support to local governments as well as communities, businesses and other organizations.


As Planning monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio-economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. Planning supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions.

Main Purpose of Job

Provide senior leadership for selected projects and functions of the Unit. Coordinate and supervise contributions of junior staff members to these projects and functions in the areas of Dashboard/Web Application, Data Services, Modeling and Analysis, Program and Policy Support, Grants, and Special Projects as characterized in the Annual Unit Work Plan.

POSITION DUTIES

Development of Dashboards and enhancements for Data Publication Services functions as determined in the GDA Work Plan. Areas include land preservation, brownfield, census response and other planning-related dashboards; Development of Web Applications/Interactive Mapping and enhancements for Data Publication Services functions to support MDP’s mission, local governments, sister agencies and citizens. Areas include land use/land cover, generalized zoning, priority funding areas, congressional & legislative districts, and census mapping etc.; Timely completion of data input and modeling support for State Planning’s Growth Simulation Model and related model linkage including input preparation of environmental constraints and others. Completion of Program and Policy Support activities, assignment for Grants and Special Projects identified in GDA’s Annual Work Plan. Land Use Planning Technical Assistance – Conduct local, regional, and state-wide analyses analysis that supports MDP’s mission, local governments, sister agencies and citizens including analysis on zoning, land use development patterns/scenarios.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Two years is the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.


Experience using ArcGIS online in developing dashboards/web applications.


Experience using ArcGIS software in developing custom planning, related spatial database and mapping.

Experience performing complex spatial queries and analysis in supporting land use and planning issues.

Experience using databases or a programming language such as MS Access, SQL, Python, Fortran, and/or C++.

GIS analysis experience and/or any land use model applications that required customized spatial queries and programming.
