Introduction

The Maryland Department of Planning (MDP) is seeking talented, energetic, and motivated professionals to join its Local Assistance and Training Division and expand its Regional Planning Program in Maryland’s dense Central, Southern, and Capital Regions.   Two new statewide planning efforts, “Reinvest Maryland 2.0” and the “A Better Maryland” state development plan, offer exciting opportunities to advance revitalization, compact transit oriented development, regional collaboration, and sustainability in furthering the next generation of Smart Growth.   In addition to overseeing the work of other regional planners, this position will be the Regional Planner for Maryland's Capital Region, which includes the counties of Frederick, Montgomery, and Prince George's and all municipalities therein. The Regional Planning work program presents an unparalleled variety of projects for the proper candidate, spanning the spectrum from municipal community development and grant administration to statewide policy review and comprehensive growth management.   This position offers the opportunity to split working hours between the Department of Planning’s headquarters at State Center in Baltimore City and office space in the Capital Region. The Baltimore office is within walking distance of light rail, Metro subway, historic neighborhoods, restaurants and cultural attractions.

Main Purpose of Job

This position serves as the Senior Regional Planner for the Capital region in MDP's Local Assistance and Training Division, as well as a supervisor for similar staff overseeing the Central and Southern regions.  This includes planning activities of municipal and county governments in the Counties of Anne Arundel, Baltimore City, Baltimore County, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, and St. Mary's. This position is also responsible for supervising two full-time Regional Planners, who provide general planning advice and technical assistance to municipalities and counties in the Southern Maryland (Anne Arundel, Calvert, Charles, St. Mary's Counties) and Central Maryland (Baltimore City, Baltimore County, Carroll, Harford, Howard Counties) Regions. This position will also be the primary liaison to the Maryland National Capital Park and Planning Commission (MNCPPC). While serving a supervisory role for the Central and Southern Maryland Regions, this position also serves as the lead Regional Planner for the Maryland Capital Region (Frederick, Montgomery, Prince George's Counties. In this role, this position will provide technical assistance services consistent with, and in furtherance of, programs and policies of the Maryland Department of Planning (Planning). The Local Assistance and Training division is responsible for reviewing and commenting on planning and growth-related plans and ordinances including local comprehensive plans, master water and sewer plans and amendments, annexations, and other local planning efforts and initiatives to ensure local plans and ordinances are consistent with state planning goals and laws.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience:   Four years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by providing assistance in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographical or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Three years are the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with local government planning projects to include long range and current planning; zoning processes and subdivision regulations; review and community engagement

Experience delivering formal presentations to large groups

Experience representing a department or organization on committees and other representative bodies

Experience with office productivity software such as ArcGIS, Sketch Up, InDesign or similar
