Introduction

The Maryland State Library for the Blind and Physically Handicapped, a division of the Maryland State Library Agency, provides comprehensive library services to the eligible blind and physically handicapped residents of the State of Maryland. Our vision is to provide innovative and quality services to meet the needs and expectations of our patrons.

We are seeking a motivated and knowledgeable individual to join our team. The Office Secretary III serves as administrative support for the Maryland State Library for the Blind and Physically Handicapped to ensure the seamless operation of the library and to enable the staff to provide exemplary service to the over 8,000 print disabled patrons of the State of Maryland.

Main Purpose of Job

To provide high quality library service to the clients of the Maryland State Library for the Blind and Physically Handicapped (LBPH) through secretarial support to the Director and through the performance of general secretarial responsibilities for the library staff. The Office Secretary III will insure the smooth functioning of LBPH business and procurement processes by serving as liaison to the Division Financial Representative, preparing and monitoring contracts, ordering library materials, and directing the inventory process.

POSITION DUTIES

  • Completing travel forms and reconcile credit card statements.
  • Maintain library archives and files.
  • Prepare and distribute mail including packages and first class mail.
  • Register clients for educational and cultural programs.
  • Schedule and monitor library meeting rooms and serve as liaison for groups using library facilities.
  • Create and maintain library schedules, including weekend and special event coverage, staff meeting facilitator, Librarian in Charge, emergency contact list, and staff contact lists.
  • Managing the ordering of office supplies.
  • Manage internal and outsourced printing projects.
  • Assist filling requests for book downloads from the National Library Service database.
  • Assist with circulation functions.
  • Provide public service at the reference desk with answering phones and filling book requests.
  • Prepare and present reports.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes: 

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years of experience working in a public library. 

Experience using Google Docs, Google Sheets, Google Mail and Contacts.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
