Main Purpose of Job

The main purpose of this position is to interpret and analyze complaints in order to prepare various documents including investigation requests, panel reviews of documentation for determination by Commissioners for possible violations or dismissals. The position also maintain and process data files, agendas, and panel decisions.

POSITION DUTIES

Duties of this positon include, but are not limited to:

  • Schedule and attend Panel argument hearing and notify consumers, contractors, and attorneys by certified and regular mail of the decisions of the Commission  panel. Schedule Court Reporter. Prepare and monitor agendas for the Maryland Home Improvement Commission Panel meetings and distribute to Commission members and appropriate Assistant Attorneys General.
  • Compile and type Proposed and Final Orders of the Commission, Charge Letter notices regarding  Uninsured Employer's Fund Board  with request to suspend license, compose  affidavits for Attorney Generals' Office, assist with the issuance of civil citations, and all related correspondence.
  • Monitor and process Guaranty Fund awards to consumers. The Guaranty Fund procedure includes:
    • Competing the appropriate GF and GF & CP closing letters and mailing the contractor's copy with a pink return envelope. (Both the contractor and the homeowner, closing letters are mailed via regular mail.)
    • Preparing the Refund Request Form.
    • Making  two copies of the Closing letters. (The original letter gets mailed. One copy is filed with the Refund Request Form. The other copy goes in the binder with a copy of ALJ Decision and Final Order.)
    • Giving the entire file to the Director for signature and submission  to the office of Budget and Fiscal Services.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes: 

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Ability to problem  solve and gather data to troubleshoot and resolve issues

Ability to work independently

Experience preparing proposed, final orders and charge letters

Experience processing Guaranty Funds awards

LIMITATIONS ON SELECTION

Limited to current Maryland Department of Labor Occupational and Licensing employees only.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
