Introduction

The Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Office Service Clerk I within the Office of Workforce Development (OWD).  Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The main purpose of the positions are to promote, administer determine eligibility for the Tax Credit Programs. Tax Credit programs provide an incentive to employers for hiring workers, from targeted populations, who historically have had significant barriers to employment. The tax credit programs under our purview are both federal and State. As an incentive to employers for hiring hard- to- place workers, these programs are an integral part of the overall Workforce Development mission of enhancing opportunities for both employers and workers.

POSITION DUTIES

Determine eligibility for State and federal tax credit programs by determining whether criteria for individual group has been met.  This includes accessing TANF, Food Stamp and Supplemental Security Insurance (SSI) database records and dates of program enrollment ; Verifying Vocational Rehabilitation program participation and dates of participation by telephone and written contact with DORS staff; contacting VA representatives to verify veteran status; Contacting Public Safety and Correctional Services staff to verify ex-felon status;  Reviewing submitted documentation and comparing to database records; Researching Annotated Code of Maryland to determine if offense is a felony when unable to get information from Corrections, Parole and Probation; Interacting with local jurisdictions Detention Centers for the same purposes

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

 2. Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.

 3. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the requires experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

At least 1 year of data entry experience

DESIRED OR PREFERRED QUALIFICATIONS

At least 6 months prior tax credit processing experience or knowledge.

NOT APPLICABLE.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Dept. of Labor/DUI) to determine whether any monies are owed to MD Dept. of Labor/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
