Main Purpose of Job

This position will serve as the Special Assistant to the Assistant State Registrar. This position will complete managerial work, in relation to the operations of the Division of Vital Records' Correspondence Unit. This unit is responsible for the servicing/processing of an estimated thousands of orders and requests daily. This unit also facilitates and manages a multi-million dollar contract, in regards to the processing of the Division's point of sale and kiosk requests.

This position will manage approximately 19 staff and be responsible for various duties, including the development of standards for quality control and quality assurance; the security of records, and assistance to various agencies, funeral homes, courts, and the general public, in regards to the registration and issuance of records. This position will also ensure that policies and procedures are in-line with the mission and regulations of the Agency. This position will oversee the ACCOMPS and EVRS (birth) database, the EDRS (death) database and any VitalCheck credit card payments.

In addition, this position will be responsible for the report-out and cross-referencing of data with other reporting agencies, in order to ensure a 95% accuracy rate. Finally, this position will oversee and manage staff assigned to the Motor Vehicle Administration (MVA)'s issuance projects, including paper management, training and auditing.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education from an accredited college or university, at the rate of thirty semester credit hours for one year of experience, on a year-for-year basis, for the required experience.

3. Six months clerical training with three courses in subjects, such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work, on a year-for year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing a unit or team, as well as experience with problem solving and quality control management.
